What Is an EOI?
An Expression of Interest is not a visa application — it's a profile that goes into a pool. Think of it as putting your name on a waiting list. The EOI contains:

Step-by-Step: Creating an EOI
Step 1: Get Your Skills Assessment
Before submitting an EOI, you need a positive skills assessment from the relevant assessing authority for your nominated occupation. This takes 4-12 weeks and costs $300-$1,000 depending on the authority.
Step 2: Take an English Test

Step 3: Create a SkillSelect Account
Go to the SkillSelect website and create an account. You'll need an email address and basic personal details.
Step 4: Complete the EOI
Fill in all sections carefully:
- Personal details: Name, date of birth, citizenship
- Skills assessment: Reference number, occupation, assessing authority
- English: Test type, scores, test date
- Employment: Each position with dates, hours, and description
- Qualifications: Degree type, institution, country, completion date
- Points claims: The system auto-calculates, but verify each claim
- Visa preferences: Select which visas you're interested in (189, 190, 491)
Step 5: Submit
Review all details carefully and submit. Your EOI enters the pool immediately, and your date of effect is set.
The Invitation Process
How Invitation Rounds Work
The Department runs invitation rounds — typically monthly. In each round, they select a set number of EOIs for each visa type and occupation.
Selection process:
- EOIs are sorted by points score (highest first)
- Among equal scores, the earliest date of effect gets priority
- The Department selects from the top until the available places are filled
- Unselected EOIs remain in the pool for the next round
After Receiving an Invitation
Once invited, you have 60 days to lodge a full visa application. If you don't lodge within 60 days, the invitation lapses and you need to wait for another one.
Within the 60 days, you must:
- Gather all supporting documents
- Complete health examinations
- Obtain police clearances
- Pay the visa application fee ($4,640 for 189/190)
- Lodge through ImmiAccount
State Nomination Process (190/491)
For 190 and 491 visas, there's an additional step. After submitting your EOI with 190 or 491 as a preference, state governments review the EOI pool and select candidates they want to nominate.
If a state invites you to apply for nomination, you complete their specific application process. If approved, the state nomination is added to your EOI, boosting your points by 5 (190) or 15 (491), and you then receive an invitation to apply for the visa.
Updating Your EOI
You can update your EOI at any time to reflect changed circumstances — a new English score, more work experience, a birthday, or additional qualifications.

Impact on Date of Effect
Updating your EOI may reset your date of effect. Whether it resets depends on what you change:
Resets date of effect:
- Increasing your points claim (e.g., claiming more experience points)
- Changing your nominated occupation
- Adding new skills assessment details
Does NOT reset date of effect:
- Correcting a typo
- Updating contact details
- Passport renewal details
The date of effect reset is a trade-off: you gain points but lose queue position among applicants with the same score. In most cases, the points gain outweighs the date of effect loss.
Multiple EOIs
You can only have one active EOI per visa type. You cannot submit multiple EOIs for the 189, for example. However, you can have an EOI for different visa types simultaneously (one 189 EOI and one 491 EOI, for instance).
If you want to change your EOI significantly (different occupation, different points claims), you have two options:
- Update the existing EOI (may reset date of effect)
- Withdraw the existing EOI and submit a new one (definitely resets date of effect)
EOI Expiry and Resubmission
EOIs are valid for 2 years from the submission date (or from the most recent date of effect, if updated). After 2 years:
- The EOI is automatically removed from the pool
- You receive a notification
- You can submit a new EOI immediately
There's no limit on how many times you can submit new EOIs over time. However, if you've been in the pool for 2 years without an invitation, consider whether your points are sufficient or whether a different pathway might be more realistic.

Can I indicate interest in multiple states for the 190?
Yes. You can select multiple states or "any" state in your EOI. Each state independently reviews the pool for candidates matching their criteria.
What happens if I'm invited but can't apply within 60 days?
The invitation lapses and your EOI returns to the pool. You can receive another invitation in a future round, but there's no guarantee — the system starts fresh.
